7. News that "back screen" rate of $5.27 first appeared last Friday at 8:27. It was said this rate cannot be revoked. In effect, this could have been the real beginning of the RV.
8. PD says Mr PS is in a position to know that the IMF can force the RV. Another source says the same. However, it appears the RV has already started and this was said by Mr PS last Sunday when he said that Iraq did everything they needed to do. No need for IMF intervention.
