1-27-11 Recap of the day's events/postings

Where Are We At?
1.     The CBI auctions were low for the 3rd day in a row.  The last time we saw three consecutive days of low volume was back in September of 2010.
2.     The government formation activities have not stopped, and neither has the confusion related to it!  There’s news of the open ministry position being filled within days to ten days.  There’s news of Maliki and Allawi meeting either on Saturday or Sunday to resolve issues, and then there is news of Allawi’s bloc denying the meeting.  Less confusing is the news about Parliaments feelings over the Federal Court’s recent ruling on the independent bodies.  They plan to discuss this when they return from recess.  Shabibi finally spoke out and affirmed his desire to see the CBI remain independent.  Finally, there were a few articles about Kuwait wanting to resolve all outstanding issues.  There was even one article where they said there are no outstanding issues.  In the general case, there is much pressure from within the government to fill the ministry positions as soon as possible.
3.     On the budget front, it appears the Kurds still have issues with the budget.  While there is news of the budget going in front of Parliament for the second reading next week, the Kurds do not believe it will be approved if there are still issues that have not been addressed.  
4.     Lastly, there was an odd article about Bin Laden being terminally ill.  In that article it stated that al-Qaeda admitted defeat in Iraq and is warning their own to stay away from Iraq.

What’s left?
1.    Reading of the budget for the first time (due to redraft).
2.    Closure on Security positions (5 in total) and the remaining unfilled positions (4)
3.    Formal announcement of government
4.    Agreement on outstanding Kuwait issues
5.    Lifting of remaining Chapter 7 sanctions (Kuwait related)
6.    RV/RI
7.    HCL

What’s It All Mean?
1.     With regards to the government formation, it doesn’t appear that it will come to a conclusion on the 30th as was hoped.  There is the issue of the Federal Court ruling to resolve first.  Since they still haven’t agreed on the ministry positions, there is time that needs to be sunk into getting them all on the same page about the ministries.  The outside date for the ministries is 10 days according to one article. 
2.     Given where we stand with the government formation, it seems odd that the CBI would lower the volume on the auctions right now.  It would seem reasonable to expect that auctions would resume to normal if there were no expectation of an RV in the near future.  We’ll have to keep an eye on the auctions.
3.     As it relates to rumors, the ME bank rumors seemed to have faded away for the most part.  Many of the bank rumors I see are rumors of banks in the US.  In PD, there seems to be a bit of excitement regarding the banks ordering more for their reserves than what is considered normal. I did see one person state that their family member is a bank manager and the amounts that PD is saying banks are ordering is normal for the bank manager’s bank.  Frank, Night, Med, and Okie don’t all seem to be on the same page about what is happening.  Although Med and Okie are both saying that we need to wait until after the Parliament meetings next week to get a better understanding of what will happen.  That makes sense to me given where we are at.

1. The Deputy from the List said the differences over the security ministries was due to the delayed service ministries candidates sent to Parliament
2. He also said that Maliki and the other parliamentary groups are willing to vote on all departments at one time
3. The National Coalition seems not to have named all candidates for the vacant ministries
4. Only ministry resolved so far is the Ministry of State for national reconciliation
5. Iraq will vote next week on the ministries within Parliament

1. An informed source in Maliki's radio free Iraq said that most of the points of contention between Baghdad and Erbil have been settled
2. Several issues were examined in the budget
3. Osman said that finishing some controversial points related to the budget does not mean that approval will start next week

1-27-11 Bank rumor

1. Lady went to open an account with a bank in Dallas
2. Lady asked banker if they deal in foreign currency
3. Banker on her own said they do not sell Dinar (lady did not mention Dinar)
4. Banker said that they will exchange it
5. Banker said they are expecting something to happen next week

[*****] I just got off the phone with one of our banks here in Dallas, I asked them about opening an account, I explained that we have a business here in Texas and a farm in WV, I told her that we needed to know if we opened a bank here if we could transfer funds from one to another(in another state) she said yes, I asked a few more questions and then I said, Do you deal in foreign currency, she said yes. Then on her own she said, we are not selling the Dinar (I didn't mention what foreign currency) right now, but we will exchange it for you. I said that would be wonderful. She said next week they are expecting something to happen. For us to come at lunch time and we would all have lunch at the Art Museum at a wonderful restaurant. Amazing, didn't know her from Adam!!

1-27-11 Bin Laden has a serious illness

Ok. Right off the bat this doesn't seem related to Iraq, but it actually is. Besides this article mentioning that he is terminally ill, it also mentions that al Qaeda admitted defeat in Iraq! They are advising al-Qaeda not to travel to Iraq and are no longer funding remaining elements in Iraq.

1-27-11 Kurdish deputy expects return of budget for the current year to the government

1. Member of the Kurdish blocs coalition expect to return the budget to the government once again due to the existence of some of the items contained in the budget
2. They have issues over sovereign expenditures and linking the budget to the export of oil in their region
3. There is a clause in the budget that cuts the Kurd's oil revenue extracted in their region
4. The speaker pointed out that the government delegation from the Kurdistan region was sent to Baghdad to discuss several controversial issues including the budget, but the budget issues were not resolved
5. They reached an agreement on the resumption of exports from fields within the Kurdistan region, but they haven't yet resolved the budget issues

1. Kuwait and Iraq announced their intention to resolve the outstanding issues
2. Kuwait's ambassador to Iraq said in a speech that the Kuwaiti government is seeking to terminate all outstanding differences between them
3. The issues that need to be resolved are the oil fields, missing Kuwaitis, demarcation of the border, and the war reparations to Kuwait
4. The next stage is to activate the Supreme Committee that was formed between them that will help terminate all issues

2. This is contrary to the news reports that there will be a meeting between Maliki and Allawi to be held Saturday or Sunday

1. MP from the List said that the open ministry positions will be filled, including the security ministries
2. Allawi and Maliki are to meet early next week to resolve the security ministries
3. The List supports Maliki not wanting to provide the remainder of the line-ministries and his indecision on what security ministries will be part of the shuffle
4. She pointed out the previous names submitted for the security ministries were non-professional
5. Maliki did not object to their candidate for the post defense minister
6. It was agreed that the National Alliance and the Kurds would split the defense and interior positions

It's interesting to note in this article they say that Maliki and Allawi will meet early next week. Allawi is out of the country, and Maliki is supposed to leave the country on Sunday. There is a rumor that says the countries Maliki intended to visit rescinded their invitations. If this meeting is to take place early next week, perhaps that rumor is true? Remember, the news we read is typically days late. Also, the rumor put out by this person is said to be days ahead. Interesting.

14. If Maliki survives this, he won't be able to breathe without Parliament watching him more closely
15. The Stretic Council, if in place, would have found this out and headed it off before it ever happened

18. Allawi is out of the country again. Since Allawi is out often, Night believes this is one of the reasons why the US supported Maliki. Nothing can be done if you do not stay involved
19. Big "if"...If the government fills the seats with Biden's recommended candidates, Shabibi can pull the RV trigger while Maliki is away. This action might delay creditors from attempting to seize assets while Parliament addresses the CBI issue
20. Maliki's actions have placed in peril the plans of the CBI and stabilization of the money supply
21. More and more, the US wants Iraq to address their own problems
22. Night said that he was told Sadr was called back by Iran because their plans are not working. They did not expect an upsurge of the people against Maliki and the GOI. There is also an open arrest warrant against Sadr for murder

1. This chat is somewhat long, but most of it was centered around speculation regarding what will happen to Maliki. Most think that Parliament will take action while he is out, and this could result in Maliki loosing his power.
2. Peepaw had some "intel". He was told by the Kurds that Iraq wants to have POWER in the International arena
3. To obtain power, Iraq must have money and weapons. On that last note, they just ordered 18 F16 fighter jets
4. Peepaw was told to hold the dinar as it will go up in value
5. 3 zeros would be removed and it is off the nominal value (.00086)
