2-9-11 Recap of the day's events/postings

Where Are We At?
1.     Today’s news was not like yesterday’s news.  We’re back to normal today.  It started with Osman saying that Allawi, Maliki, and Jaafari are all to blame for the delays in the government formation.  He said there lacks transparency and a desire to bring the government formation issues to the House for resolution.  Then, we see Maliki reject Allawi’s candidates for the Defense Ministry….again.  But, Allawi’s camp responds back and says they have another candidate, and even more candidates if their candidate is rejected…again.   Then, the State of Law said that the List did not provide candidates for the ministry of Defense and stressed that these reports were not accurate!   With regards to the strategic policy council, Maliki’s bloc said that Allawi cannot have it voted on in Parliament, and they “invited” Allawi to change the law so that it is acceptable to all parties.  Allawi shot back an article where he said that he hopes the lack of commitment by the political blocs (referring to Maliki’s blocs) to Barzani’s agreements is a result of a well intended mistake.  He then went on to say that the country doesn’t need any additional problems and that they need to fully address the issues.  In related news, Nujaifi is scheduled to visit Sistani to discuss a number of outstanding issues, including those issues related to the government formation and services for citizens.  Also, Barzani, Gen. Austin, and Jeffrey met to discuss issues related to the political and security situation.  They stressed the need to resolve the issues quickly and before the Arab summit.  In other news, 240 lawyers demanded the Federal Court decision be canceled and want an investigation. 
2.     The demonstrations continue in Iraq.  People are protesting the lack of services, electricity, jobs, and living standards.  In a somewhat related article, the GOI allocated 500 bil dinar for the purpose of meeting Maliki’s objective regarding giving people 15,000 dinar in compensation for the lack of ration cards.
3.     More news of the tariff surfaced today.  One article said the tariffs are angering people because it will increase prices.  However, the GOI is saying the tariffs are being put in place to protect the local products.  In other news not posted here, it was said the GOI might delay rolling out the second portion of the tariffs in March.  Another article made it seem as if the decision was made to postpone it.
4.     Regarding Chapter 7, an article stated that the British Ambassador strongly supports getting Iraq fully out of Chapter 7.  He referred to their “new government” and said security there has improved considerably.
5.     In rumor news, someone’s friend who lives in Iraq said there were no big screen TVs or platforms.  But, they also said there were big screen TVs and platforms setup for the superbowl.  Frank is saying that Maliki and Shabibi have been working together closely.  He says that if they vote on the budget this Sunday, it requires a fully seated GOI to implement it.  Another rumor stated that Iraqi sub-contractors said there are no ration cards, there are 4 seats to be filled for the government, they will be a new dinar and coins, and that Kuwait is the only country stopping Iraq from getting out of Chapter 7.  Night suggests the IMF can force the RV, and he thinks that China might be stalling the RV.  He also thinks that Iraq wasn’t ready and is playing catch up to meet the IMF, WB, and WTO requirements.

What’s It All Mean?
1.     On the government formation, nothing will get accomplished unless Maliki and Allawi sit and address issues in earnest.  Malik can’t keep rejecting all of Allawi’s candidates without justification and not expect some sort of adverse response.  The news is already out there regarding Maliki’s desire to reject all candidates so that he can get his preferred candidates in.  This is going to pose a problem because Barzani’s agreements include allowing Allawi some of the vacant ministries.  On a brighter note, it was said in an article today that Allawi and Maliki seem to be coming to agreement.  Let’s hope that’s really true.  Clearly the demonstrations haven’t stopped, and with no progress on the government formation and many people in poverty, Iraq cannot escape what is happening to other Arab countries in the Middle East. That said, it is encouraging to see that Barzani, Jeffrey, and Gen. Austin met to discuss the government formation issues.  It is also good to see that Nujaifi intends to meet with Sistani to discuss the same.  These are important people and who can help move things forward.
2.     One lawyer can do a lot of damage.  I can’t imagine what 240 can do!  If they are successful, we’ll see the Federal Court dissolve and get replaced.  This will likely mean the ruling will be overturned and the independent bodies will become independent again.  If this should happen, then as Night suggests, we may also see Parliament give a vote of no confidence to Maliki.  We know where it goes from there.
3.     The third reading of the budget is this Sunday.  While I believe that the budget isn’t required for an RV, it understood that Iraq must have a full government to ratify the budget.  Unless, they delay the ratification of the budget, the 13th is a day of interest.  Following the 13th, Iraq meets with the GCC on the 17th.  Frank said they need to RV prior to the meeting with the GCC.  So, next week is a week to watch.  The last day of interest is the end of this month.  Today’s article suggested that Maliki has until the 28th to complete the ministries.  Otherwise, he surpasses the Constitutional deadline.  This would suggest that Talabani could call on someone else to take the PM spot and form the government.

I wanted to let you know that some are asking me to post links to their Dinar related sites, or to post articles with links back to their Dinar sites. I certainly have a position on this, but I wanted to get your input on this as this has become more your site than mine. You've all outnumbered me!

The sites that people are asking me to provide links back to are Dinar related, but some are selling services or even buy and sell Dinar. My initial goal was to keep this site clean of ads or links to other sites that may sell services. Of course, I'm very willing to continue on that path, but I just wanted to touch base with each of you on this.

If you're inclined, please post your comments or thoughts. I will allow the majority vote to overrule my opinions on this matter.

1. The British Ambassador in Baghdad strongly supports getting Iraq out of Chapter 7 once and for all so that Iraq can strengthen relations with all countries around the world
2. He said that Britain's bilateral relations with Iraq will develop well with the new government
3. He said the security situation has improved considerably compared to a couple years ago, and he expressed confidence that the Iraqi security forces will continue to improve to high levels in the coming years

We''re looking for stability and security in Iraq, and we're looking for them to exit out of Chapter 7.  Nice to hear that Britain's Ambassador is confident about Iraq's security forces, and that he's working hard to get them fully exited from Chapter 7.

1. The IMF has the power to force an RV
2. They forced India's RV
3. Something else is stalling the RV in Night's opinion, and it is that China is not a member of the IMF
4. All that has been said in rumors and information is that there should be an RV this week and most certainly this month
5. China not being a member of the IMF is the reason why they play havoc with the world's currency by undermining and refusing to RV
6. They refuse because they would to comply with all the rules
7. The one rule they don't want to comply with is to RV to make their currency competitive with others
8. Need to understand that Iraq cannot get more money from the IMF, WB, and they cannot trade with the 186 countries without an internationally recognized currency
9. In the last 24 months, all of their deadlines have not been met
10. In some cases, they've been 2 to 3 months late
11. They are never on time and most of the time they complete things when forced
12. The loans from the IMF and WB were requested and Iraq was told they would be looked upon favorably
13. The loans will come with stipulations--move immediately to a free market economy and RV
14. The WTO was directed to put all mechanisms in place that Iraq needs to join and do so immediately (that was 2 or 3 weeks ago)
15. There is something that is happening right now that is of great importance
16. Even if most of the information we have been hearing is wrong, some of it is dead on. This is true of the bank rumors here
17. As Night said before the demonstrations in the ME will not stop. They will get larger and more violent
18. News coming out now indicates that the people in Iraq (along with some members of Parliament) are blaming Maliki
19. Maliki and Allawi are to blame
20. The one constant in all of this is the fact that they will not join or move into the world's circles of power by RVing
21. There will not be an RI because the $3.22 was the rate Sadaam put on the dinar. This rate was never tested on Forex
22. The $3.22 rate is the base rate for the RV. It will be somewhere in that area
23. Might be higher since their assets can support it
24. $3.52 rate lines up with a lot
25. The rate of $.86 is a rate from 2 years ago when the IMF and Iraq laid out the monetary policy and Shabibi was supposed to RV -- a window he missed
26. The $.86 will not hold today because of the advancements they have made in new oil discoveries
27. The tariff is a tool required by the IMF to move into a private sector
28. You will also see new taxes for the people
29. Night believes they were simply not ready to RV with all the requirements from the IMF, WB, and WTO

35. This was one of the hold-ups. The second is the continued procrastination of the forming of the government. The last is the formation of the strategic council

37. Maliki and Allawi refer to the dinar as the "golden dinar". This is the Sadaam era with a value of $3.22. They are speaking of that as the "base" for the new RVd dinar
38. The radical groups are in favor because the GOI and Parliament have been informed that if they do not act, the US will not provide military support to be used against the Iraqi people who are exercising their rights
39. The problems keep coming back to one man and his party
40. Allawi is talking once again about withdrawing because of the failure to activate the Barzani agreements/initiative
41. If Allawi does leave, Maliki's government will collapse and Barzani will likely pull out
42. Maliki is in his death throes due to his main base of power being diminished
43. Sooner or later some members of Parliament (as stated by them) will give a vote of no confidence to his government

50. What we do know is the movement will not let up. It will reach Iraq in full force

52. The port of Basra has seen a lot of construction lately. Night believes this will be their alternative until things in Egypt calm down
53. Geithner's statement about "unexpected tax revenue" and someone said it is not related to the RV. How does the US go from being in dire straights to announcing they expect an increase in tax revenue in an amount that would allay a disaster until Spring? Someone knows something is coming fast
54. All these things are pieces of a puzzle
55. This is a global issue
56. Bush had all countries that are members of the IMF, WB, and WTO take Iraq dinar and place it in their foreign currency reserves
57. The value of the dinar will rise as Iraq grows and those countries that have dinar will stabilize along with those that trade with Iraq
58. That is all part of the plan as it was explained to him and the plan was composed by Bush Sr and Cheney in 1986
59. Follow the money. Goldman-Sachs, Wells Fargo, Chase Bank, and many major corporations have moved their headquarters to the ME
60. Based on news of recent developments in the region, the RV must happen very quickly now

1. They do not have a ration card. They bring a piece of paper every month and are given 10 items

3. Yes there will be a new dinar and coins. The dinar will not have the zeros. 25,000 will be 25 and so on
4. They hear on the news that countries have signed a paper stating the dinar will be recognized throughout the world and will be exchangeable. The only country that hasn't signed is Kuwait. Kuwait will not sign "paper 7" (Chapter 7) until they are paid back the money that was stolen from them by Saddam. Once they sign, the dinar will go way up and the US dollar will go down. The dinar should be the same as the Kuwaiti dollar and possibly higher

I'm a little puzzled by this because his friend told him that the screens etc. were setup for the superbowl. Then, he tells him that he doesn't see such screens. They either were there for the superbowl as he suggested, or they weren't. I'm not sure which is the right answer. Perhaps he's saying they are no longer there?

Show the amendments approved by the Prime Minister at its special session held on the sixth of February, current, and discussed the current parliament on Tuesday to allocate 500 billion dinars for the Iraqi Ministry of Trade for the purpose of increasing the ration card items.

The Iraqi Prime Minister Nuri al-Maliki declared, last Sunday, the Cabinet decided to grant each individual $ 15 thousand Iraqi dinars in compensation for the lack of ration card. وتعاني مفردات البطاقة التموينة في العراق والتي توزع على معظم سكانه منذ فرض الحصار الاقتصادي على العراق في العام 1991 من تلكؤ في توزيعها إضافة إلى رداءة النوعية مما أثار احتجاجات شعبية كثرة في الآونة الأخيرة بتشجيع من الاحتجاجات التي تشهدها المنطقة العربية. The Finance Committee in the Iraqi parliament, announced the beginning of February, agreed with the Speaker of Parliament, and Minister of Finance to re-draft general budget bill to the government to make some new amendments to it, as revealed for a proposal by the Speaker of Parliament, serving entrusted with the responsibility of the ration card local government and provincial councils, rather than the Ministry of Commerce.

وتنص المادة (94 رابعا) من الدستور العراقي، بأن على اللجنة الاقتصادية والاستثمار مراقبة العقود المبرمة لاستيراد الحصة التموينية وضمان الانسيابية وعملية التوزيع. Article (94 IV) of the Iraqi constitution, that the Commission monitor the economic and investment contracts for the import of the ration and ensure the flow and distribution process.

2. He noted that the political blocs had not given its opinion the the matter
3. He said that the List believes the proposal is a way out of the security crisis
4. He said the political blocs don't like resolving matters by consensus
5. The political blocs understand they must resolve the matter related to the security ministries
6. Hassan said there are several candidates for the security ministries, but there isn't agreement
7. If they do not agree, there will be a need to view all the candidates in the House and there will be selection by consensus

1. Iraq plans to increase customs duties in March, which will lead to increased prices of imported materials and reduce the purchasing power of Iraqis
2. This comes at a time when Arab countries are trying to control prices to avoid the wrath of their people
