2. Biden will support Iraq in getting out of the remaining sanctions in Chapter 7
3. Biden praised Maliki for the countries' progress in politics and security and said the progress is clear and visible in all parts of the world

Biden's statement in 3 above is important. Iraq must be viewed as a stable country. Their stability (political and otherwise) is tied directly into the value of their currency.
