2. Melkert also went to Arbil to meet with the Kurds
3. The political conditions right now are ripe to enter into negotiations between the two parties per Nujafi
4. Agreed to resolve 5 of the 7 points of contention
5. Remaining 2 points are Article 140 and the Pershmerga forces
6. The last 2 points are to be resolved by the central government--not local
7. There have been previous meetings to resolve issues between these two groups, but there have been no developments to resolve the differences
