1. This is a very hard article to read, but from what I can decipher, it is related to the issue regarding the 3rd vice presidency and Talabani wanting it to go to the Turkman
2. There is disagreement between who should get the 3rd VP spot
3. The disagreement is between the NAR and the Turkman
