1-21-11 Iraqi Cabinet cancels the powers of al-Maliki to appoint people with special grades

This article was quite the brain melter.

1. Council of Ministers canceled the special powers that were granted to Maliki, which allowed him to appoint the general managers and owners of special grades without reference to the Council of Ministers
2. Council of Ministers refused to renew the exclusive powers that were granted to the owners in the last session of government
3. Maliki demanded a revote on the new powers from the rejection of the Council, but does not want a vote for the refurbishment of 3 ministers
4. All appointments that relate to special degrees are now confined to the Council of Ministers
5. Council of Ministers get to vote on the appointment of the Director-General, Deputy Minister or chief or military commander
