1. If Maliki does not relent, he will be overridden on the remaining ministries
2. Maliki is holding out to get his people in; this is his powerbase

7. If Maliki does not act, they will look for a way to get rid of him legally (in reference to Maliki being in violation of the constitution concerning full government formation)
8. Parliament approved his cabinet because Maliki promised to fill the vacancies ASAP
