2-20-11 witness confirmed the Kuwaiti newspaper on the existence of a deal between Iraqi Prime Minister Nuri al-Maliki

1. The Parliament meeting was adjourned until 5pm due to the delay of the Finance Committee to submit its report on the financial budget
2. The meeting was also delayed by 30 minutes due to a power outage and the MP said that the outage was a deliberate and done to block the ability for parliament members to vote on the budget electronically
3. The head of the centrist parliamentary said earlier today that the Finance Committee decided to reduct the budget by 2 tril dinars from the PM, and the head emphasized that the reduction in the salaries of the 3 presidencies was needed for the law

1. The General Secretariat of the Cabinet said the GOI invited the MOF to address the House on the release of appointments to reduce the volume of unemployment in the country
2. The Secretariat said that they have instructed the MOF to send a letter to the House containing a request for the release of grades and nominations in order to reduce the volume of unemployment, and to ensure equal opportunities among citizens
3. His statement pointed out that the Council of Ministers issued today contain instructions with an emphasis on ensuring freedom of opinion and expression, criticism by all available means, including demonstrations, the establishment of public gatherings in the framework of peace, which does not include the use of force, violence, and weapons

2. He is happy that the opposition in Kurdistan can claim their rights through legal channels and work under the Parliament of the region
3. Barzani said he can't obtain the rights and the achievement of the demands through illegal methods for claims that may result in spreading sedition and chaos, and he noted that security is the foundation of economic progress, recovery, and development of democracy and political stability
4. He said the citizens of Kurdistan are aware of the risks that may result from illegal methods in the presentation of claims and will stand against all of the common behaviors of its kind
5. He also said the Kurds are not willing to put the security of their home in the unknown and that when there is freedom and a mechanism for democratic change, the allegations aimed at creating chaos lead to uncertainty in the agendas of the parties claiming them
