2:11 PM [******] so to Review: what we KNOW 1000%: 1) 3 Minstry positions filled last night (as was reported); 2) GOI is fully formed; 3)Budget is being published--has been submitted for publication to the gazette and shows an exchange rate for the IQD of $5.21 for oil (based on oil price internationally of $73 per barrel); 4) due to budget publication TONIGHT, RV rate of $5.21 is expected to show-up at CBI today/tonight also; 5) cash-in at US banks is expected for Monday
