Now this is what I was looking for! When the UN initially listed all sanctions except those relating to Kuwait, they basically said that Baghdad and Kuwait needed to "agree" on the outstanding items before they would lift the remaining sanctions. They didn't say they needed to address and complete all outstanding items. Yesterday's news mentioned that a committee would be formed and would meet in the middle of March to begin addressing issues. I do not believe we need to wait for the outcome of those meetings before we see Chapter 7 lifted in full.
