2. Read for the 2nd time despite the opposition from the Kurds
Look at the title of this article. It shows a 1/16 date. Tomorrow then, refers to yesterday. So they did read the budget for the 2nd time yesterday despite the fact that the Kurds had objections during the first round. That would explain why the Kurds are so upset and wanting to this up to the Supreme court.
