1. What is rumored to be happening in Kuwait and Jordan is part of the plan per Top
2. The RV is a process--not a flip of the switch
3. Process started over a week ago, but stalled
4. Biden went there to get it back on track
5. Kuwait's rate was low because of debt repayment

I agree with point 5 above. I find it interesting that Kuwait's rate was rumored to be so low. However, the lower the rate is, the more Kuwait stands to make when the real rate comes out. Since Iraq owes them so much, it makes perfect sense to allow Kuwait a much lower rate.
