1. Their Constitution requires a balanced budget submitted and effective the first of the year
2. Their budget will become retroactive to the 1st of January, on 3/1, but will be implemented upon ratification by Parliament
3. The budget ratification along with a full government activates the RV
4. The Iraqi's will receive the RV first
5. The budget will be implemented upon Maliki's announcement
6. Iraq was told 2 years ago to activate the tariff and taxes as part of private sector start-up

8. That means they are activating both now
9. The 3/1 date is an official date according to their laws in which they can retrograde this action to 1/1
10. They are apparently bypassing the 15 day rule for posting in the Gazette
11. Night believes Maliki has been told this will happen with or without him
12. Night feels they better not stall on this because the demonstrations of the 25th will be a nightmare for them
13. They are looking at no less than 1 million Iraqi's in the square
14. This is the minimum estimate...there are 30 mil Iraqis
15. Night believes someone talked to Maliki and made it clear
16. Libya is now in flames, Kadaphi may or may not be in country (he cannot be found)
17. This is now 6-7 Arab countries. Why should Iraq not be included since the problems are identical?
18. Muhammed Allawi is looking to bring Maliki down with allegations of corruption etc
