1. Government issues are between Maliki and Allawi
2. Maliki needs to move towards Allawi as he doesn't have enough votes
3. Still need to agree on the language for the Strategic Council that Allawi will run
4. Med is not concerned with budget as he is the completion of the government
5. Earliest there would be any vote on government is Jan 30
6. ME countries they owe 120 B to do not appear interested in forgiving the debt
7. Iraq needs to move to a market economy
8. People are growing tired of government promises (they've already heard them last year)
9. Sadr is considered a champion of the poor; all he needs to do is sit back and let the government mess everything up; people will come to him
