1. Iraq oil ministry agreed to pay exploration costs and expenses to foreign firms working in the northern Kurdish region
2. Payments are to be made through the Kurdish Resources Ministry
3. Iraq reached an agreement with the Kurdish authorities to resume oil exports from the semi-autonomous region on 2/1, starting at 100,000 barrels per day

Maybe things aren't too bad between the Kurds and Iraq?
