21. The other thing that is waiting is the 15,000 IQDs that were supposed to be given to each citizen
22. They were not delivered when they were supposed to be delivered
23. The GOI's budget needs money ASAP because if it does not happen, then there will be no 30% distribution to the ministers from the budget
24. All ministers are waiting for something and they can't count on the US anymore
25. The US stopped spoon feeding them last year
