Another tough article to interpret
1. It appears that there was a meeting today and that there is agreement to vote in the House for the National Council of strategic policies as well as candidates for the security ministries
2. There are concerns that the State of Law will vote no on voting for the the Presidency of the Council in the House
3. Voting in the House will give legitimacy to Allawi and his new position
