I for one do not believe that a bank could make the kind of mistake Doha is claiming. There's just no way. Have you read anything about anyone from that bank being fired for this mistake? I would assume someone's rear would be toasted crispy and kicked to the curb for making such a mistake. I haven't heard a thing. My belief is that it has happened. I'm not sure how one could look at the facts (N8V Girl, an American contractor in Kuwait, goes to Doha bank and observes Kuwaitis exchanging) and claim that it didn't happen. That's not intel. That's fact. Further, she's not the only one that can prove it happened.

Banks make very few mistakes…I’m betting the locked in rate(which is high) is correct.
9) I believe(my opinion only) the RV has begun…but it’s MUCH more complicated and a HUGE process. I ‘m pretty good at reading between the lines.

BAGHDAD - A follow-up:
Iraqi parliament re-draft the budget in 2011 to the government to make changes to it, and considered the first reading of the draft was unconstitutional because the formation of the Legal Committee.
The MP said the "National Alliance" Adnan al-Sarraj said that "objection to the draft general budget bill does not rise to the level of differences and focus on a study to reduce the salaries of the three presidencies."
He pointed out that "the salaries and allowances of presidencies draining the state budget, in addition to inflation in the number of state employees."
The OS "to reduce the salaries of officials also includes the reduction of salaries of special grades, which is supported by some of the demands of the religious leaders and non-religious."
He expected to pass the budget after consideration by the Committee established by the General Secretariat of the Prime Minister to cut the salaries of the three presidencies.
The parliament had formed a committee of the interim financial experts, all the blocks used to study the financial budget, while expressing the General Secretariat of the Council of Ministers Parliamentary support for the proposals. And called for some reforms in budget preparation and tabulation.
The Secretary-General of the Council of Ministers on the Keywords that the largest percentage of the budget for the current year "will go to operational expenses of the state such as salaries, allowances and service fees, while the spend rate of thirty percent of the investment projects" .. He called the House of Representatives to implement the legislation imposed by the Iraqi constitution, including articles 63 and 73 and 84 and on reducing the salaries of senior officials of the state because the amount of money you spend to social benefits is the biggest budget of any institution or the Ministry of Iraq.
Karbalai called the need to deal with the issue in a neutral compensatory seats "and said that" the replacement of Representatives Almstozyren with other people did not get the votes that entitle them to enter the Dome of the House of Representatives and deny eligible for those seats is unacceptable. "
And he told there who got thousands of votes, but they found others obtaining the least of them votes in the House and this case is rejected and unacceptable and is a blow to democracy in Iraq.
He continued by saying that failure to address this matter will lead to a loss of confidence in the political process and the reluctance of Iraqi voters for the elections and probably will open the door to further military coups in the future and the loss of the democratic experiment that had not obtained the Iraqi people, but after struggling for many years.
