Osman: Parliament Will Read the Budget are Primarily Tomorrow

BAGHDAD / Aswat al-Iraq: Coalition MP Mahmoud Othman, a Kurdish blocs, Wednesday, that the state budget will be read a first reading by Parliament tomorrow.

The Osman told (Voices of Iraq) that "Parliament will read the draft general budget of the State tomorrow in the parliament and then you will read again and again until the completion of all observations made by the House of Representatives and then pass."

With regard to the draft of the Supreme Council policies Osman said, "It has yet to arrive to the parliament," he said, adding that "the National Alliance and a coalition of Iraqi working them until they reached a final agreement, and then will be submitted to parliament for a vote."

He said the coalition "OK on any agreement reached between his two sides," expected to "reach a draft Council policies next week to the parliament for a vote."

With regard to the completion of the nomination of the remaining ministries and private security, Othman said that "the complete formation of the government is absolutely necessary, that the security situation is stable, while Iraq has provided an undertaking to provide an atmosphere suitable to host the Arab summit in Baghdad."

A source close to the Joint Committee between the political blocs, said earlier that the meeting will be held on Tuesday evening to resolve the security ministries candidates and vacancies.

And the granting of parliament on (21/12) confidence to the new Iraqi government headed by Nuri al-Maliki, has unanimously after nearly nine months since an election to choose members of the House of Representatives on the seventh of last March.

The government, 42 and the Ministry (including 12 Ministry of State) in retained Maliki himself to the management of the Ministries of Interior, Defense and National Security Agency on a temporary basis, while assigned to minister Bags proxy when naming ministers, amid continued competition within the bloc on candidates for bags and positions vacant.

Iraq has proposed a 2011 budget of 94 trillion Iraqi dinars ($80 billion), compared with last year's budget of $71.3 billion, newly appointed Iraqi Finance Minister Rafie al-Esawi said Monday.

"The draft budget now is in front of the parliament for approval," Esawi told state-run Iraqia television.

About IQD28 trillion will be spent on investment, while IQD66 trillion will be operating expenditure, he said.

Lawmakers usually take days if not weeks before they approve the budget and they usually make changes to it.

Iraqi former finance minister Byan Jabor said last year that the budget would be based on an oil price of $73 a barrel and exports of 2.3 million barrels a day, from last year's target of 2 million barrels a day. Jabor then said that the proposed budget was around $86 billion.

Iraq announced Saturday that its crude oil production capacity has increased by 300,000 barrels a day, to 2.7 million barrels a day, a record high over the last two decades.

Esawi said the government has reduced the budget in order to decrease the deficit from an estimated IQD22 trillion to IQD14 trillion ($12 billion). He gave no explanation as to how the deficit would be reduced.

Last year's budget deficit was estimated at around $19 billion.

The Iraqi government, which is trying to rebuild Iraq after years of war and sanctions, is dependent on oil revenue to fund about 95% of its budget.

OANDA: The fxLookup tool under 'currency rate regime' doesn't show you the exchange rate, it shows you the type of monetary policy the currency follows (i.e. if they have a floating rate, pegged rate etc.). If you are looking for the most up to date market rate, use the currency converter tool.
OANDA: We can review the peg value there to see if it has changed recently (however, that is not a market current rate)
Me: what rate is the .3109 then?
OANDA: That is the pegged value the currency rate regime wants to follow to a major currency.
Me: then it is safe to assume that the IQD will be pegged to the USD right?
Me: if that is the case, the .3109 would then represent the value against the USD right?
OANDA: If the peg value is maintained, then that is the value the central bank will pay for USD etc. This doesn't mean that the market needs to follow that value if they speculate on the currency in other instruments. However, it appears that the peg value there may be outdated
OANDA: We'll review it to see if that's the case.

Iraq vows to boost oil production to 3 million barrels per day

Baghdad - The Iraqi Ministry of Oil said Wednesday that the oil-rich nation will boost its production of crude to 3 million barrels per day (bpd) before the end of 2011, up from the current rate of 2.1 million bpd.
Head of licensing and contracts for the ministry, Abdul-Mehdi al- Amidi, told reporters that "the productive capacities of crude oil from the northern and southern oil fields will exceed 3 million barrels per day before the end of the year."He said there is evidence that Iraq is reaching closer to producing 2.7 million bpd and could even exceed 3 million bpd by the end of the year.Iraq announced last year that it has around 143 billion barrels of crude oil reserves, about 24 per cent more than previous estimates.The reserves are mostly located in 66 oil fields in southern Iraq, according to the Ministry of Oil.The Iraqi oil marketing company Sumo said more than 60 per cent of Iraq's current oil exports from southern fields are sold to Asian markets.Iraq has the world's fourth largest crude oil reserves, behind Saudi Arabia, Venezuela, and Canada.
